#1472                           Old Post, LLC                           Old Post Rd.
Applicant seeks a Comprehensive Permit under section MGL Chapter 40B to allow a 66 unit, residential condominium development consisting of apartment-type units. Property is located on the eastern side of Old Post Road at the Sharon/Walpole town line and is in the L-I Light Industrial Zoning District.

Project is as follows:

        ·       2 Buildings
        ·       1 to 3 bedroom units
        ·       age qualified, which means 1 person living in Unit must be 55 or over.
        ·       Received Mass Housing site assignment on Oct. 14 which determined project is fundable
        ·       There is only 3.36% of affordable housing in Sharon, so this project is applicable

Eric Staburg, Civil  Engineer at Coler and Colan reviewed project.  It was noted:

        ·       There are 12/6 acres of wetland
        ·       Area is zoned for light industrial
        ·       Project is 35,256 sq. feet
        ·       85% is open space
        ·       Subdivision laws do not apply to project
        ·       149 parking spaces with 8 handicapped (Zoning laws require 2 per unit along with 5 handicap)
        ·       project is within 100 ft buffer zone to wetlands requirement
        ·       2 buildings will be built in phases.  Back building will be built first.
        ·       1st building is 16 feet below grade, so abutters will not see 1st or 2nd floors
        ·       Detention and surface basin will be on-site for stormwater
        ·       9,820 gallons per day are the septic Title V requirement. There will be a dual septic system with pump chamber and a reserve area will be constructed.
        ·       Water will be provided by the Town of Sharon.  A water line will be looped and 3 fire hydrants will be placed within development.

Ken Caputo, traffic engineer, presented the traffic study.  Traffic report was submitted on Jan. 21, 2004.  For detail information, please refer to report.  The following items were noted:

        ·       Existing conditions are there is not a lot of traffic
        ·       Data found in report appendix:  300-400 cars travel on a daily basis on Old Post Rd. and Common St.  Data was taken in Feb. 2003.
        ·       Level of Service at Old Post and Common Street operate at Level A & B (high rating).
        ·       Utilized 75% of age qualified trip tick data and 25% of normal population trip data.
        ·       Determined aprox. 11 cars per hour would be generated by the development.
        ·       Old Post is 25 mph.  220 sq. feet is criteria for stopping sight distance, currently there is 250 sight distance allowed in development plans.
        ·       Currently there is no lighting on street and they are looking to add street lighting.

John Amora, 240 Baker St, asked for clarification on traffic study and where is the Walpole data as it appears Walpole will bear the burden of traffic for the development.

Michael Boyton, Walpole Town Administrator, inquired as to why traffic study was not redone in Summer months to account for Country Club increase in traffic.  He stated he would encourage Board to have peer review of traffic.  He also inquired regarding the elevations and line of sight, along with access into driveway and vehicles being able to enter such as fire and garbage.  Applicant stated that driveway is designed for fire truck to enter.  It was also mentioned about a secondary access to apartments.  Applicant stated that they can not do curb-cut by law.

Ann Daley, 909 Old Post Rd., stated roadway is very tight and people use it as cut through.

Ken Fedik, 234 Baker St., inquired regarding if report takes into account the width of the road.  He noted that the survey in Feb. is not representative of the traffic volume in Summer due to Country Club events.

Alice Cheyer, Glendale Rd, inquired regarding if apartment building is allowed in light industrial zone.

Bob Higgins, Carriage Lane, stated that the roadway narrows so much that in winter that it appears to be a safety issue.

J. Gavin stated that at the next meeting Ed and Eric will be present.
